Well, following the PayPal terms and conditions, a person’s age should be a minimum of 18 years to open a Paypal account to use its services complying with all its policies.

So, if your age is below 18 years, you are not eligible for a PayPal account.
If you use false information during sign-up, it may lead to the closure of the account when it asks you for verification of documents.
